Nutan Thapaliya, lawyer by profession, established Amnesty International (Amnesty) in Nepal in 1969. Amnesty Nepal was recognized as “Amnesty Nepal Section” by the then International Council Meeting (ICM) of the Amnesty in 1971. The first President of the organization was late Hrishikesh Shah. Due to the unfavorable situation to undertake its functions, Amnesty Nepal was dissolved in 1982. Later, some of the Amnesty ‘s local Groups established and continued different activities of Amnesty in Nepal.
After restoration of multiparty democracy in 1990, human rights activists in Nepal took initiation to establish Amnesty’s structure in Nepal again. Finally, the ICM decided to recognize Amnesty Nepal as Amnesty ‘s Section in 1993.
